Well you could check on Wikipedia how many times the square has changed. I would suggest going there in the morning for pictures, and in the evening when young people gather to chill around or have a drink at the bars in the Opera building. Furthermore it is quite interesting watching how the boulevard has developed where you can see the ministries on the sides and the University of Tirana in the end of the boulevard.

You will find a lot of bars and restaurants but make sure you check the old shops who have been there for centuries like "Met Kodra" or "suvenir Pazari". You can ask locals who mostly will be from Tirana and quite eager to explain their heritage :)

If you want to get a feel of the countryside in Tirana you must visit Petrela castle. It offers amazing views. I suggest two restaurants on the way back. Piateli which is owned by a hunter and if you fancy a shot at the range you can do so at moderate prices. Otherwise Illuminatum residence is a very nice restaurant and a very strange/interesting building to see.

If you stay for more than 3-4 in Tirana it might be worthwhile going to Durres for a day. One of the oldest cities in Ilyria, it will offer other than cultural sites a very enjoyable day on the sea side.

Well Tirana is quite a safe place day and night. most places are close so you can walk. otherwise get a taxi which inside Tirana will not cost more than 5-7 euro per trip. Don't be afraid to ask locals, you will find we love to give advice :).
